As defined by Capgemini a Port Community System is \u201can entity delivering information to supply chains operating in the port.<\/h6>\n<hr \/>\n<p>The PCS is responsible for: data supply, data control, data distribution and data conversion\u201d. A variety of Port Community Systems has been developed throughout the world, and may be separated into first and second-generation community systems.<\/p>\n<ol>\n<li>A first generation PCS transfers messages related to transportation through a network. It\u00a0exchanges messages (information-exchange systems) and therefore has the mailbox-principle.<\/li>\n<li>A second generation PCS, or Centralized Information System, structures messages through\u00a0management systems. Upon gaining access to the database through a password, users may\u00a0send, receive and extract information as they require, and as they are given access through\u00a0logical rules.<\/li>\n<li>Future generations of PCS may extend to linking port community platforms on a more global\u00a0basis.<\/li>\n<\/ol>\n<p>The purpose of a PCS is to \u201ccoordinate the activity of firms in the port&#8217;s\u00a0landside transport network (which encompasses the transport of containers between the port and a\u00a0place in the hinterland and vice versa) and to integrate the information being exchanged between\u00a0various port agents.\u201d Each stakeholder within each sector sends information to a central system, and\u00a0other stakeholders may retrieve the information they are, through logical rules, permitted to see.\u00a0Alternately, the system may send salient information to stakeholders in their preferred format.<br \/>\nIn\u00a0summary, a PCS would:<\/p>\n<ol>\n<li>Develop and Implement standards and protocols for processes and messages with the\u00a0community.<\/li>\n<li>Systematically capture the salient information from stakeholders. Avoiding the requirement to\u00a0re-enter data limits errors and processing costs.<\/li>\n<li>Centralize community information.<\/li>\n<li>Provide transparency and real-time, or near real time, information to facilitate tracking and<br \/>\ntracing of goods, and reveal inefficiencies.<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<hr \/>\n<p><\/div><div id=\"tab-6a2d554656cce-2\" ><br \/>\n<strong>OTHER POTENTIAL MODELS<\/strong><\/p>\n<h6>While ECIMS is envisioned to operate with a Centralized Information Model, other potential models\u00a0were evaluated by the Port of Rotterdam in a Blueprint for a Virtual Port, the \u00a0Bi-lateral information model<br \/>\n(BIM); the centralized information model (CIM); and \u00a0the decentralized information model (DIM). The Port\u00a0of Rotterdam analysis criteria comprised of infrastructure, messaging, security, and mobile perspective.<\/h6>\n<hr \/>\n<p style=\"text-align: justify;\"><b>Bilateral<\/b><strong>\u00a0Information Model (BIM)<\/strong><br \/>\nIn the bilateral information model, information is exchanged directly between the different actors on a\u00a0bilateral basis (Exhibit 8.4). Examples in a seaport\u00a0could include direct EDI exchanges between\u00a0shipping lines and marine terminals, or between empty off-dock terminals and shipping lines. In the\u00a0bilateral communication model choices must be made about the infrastructure, message format and\u00a0security levels to be used. This method is clearly limited by the number of stakeholders directly\u00a0involved.<\/p>\n<p><strong>Centralized Information Model (CIM)<\/strong><br \/>\nIn this model data is stored at a central information service provider. Information can be retrieved from\u00a0this central information service provider by partners that have the right to do so. \u00a0In the\u00a0Central Information Model most of the issues like infrastructure, messaging, mobile access and security\u00a0are the responsibility of the party that is acting as the \u2018central party\u2019. However, rules for access control\u00a0have to come from the companies in the e-collaboration network.<br \/>\n<b>Decentralized<\/b><strong>\u00a0Information Model (DIM)<\/strong><br \/>\nIn the decentralized information model scenario, major providers of information position information to\u00a0distribute or \u201cshare\u201d, as controlled by each individual party. A broker service can help<br \/>\nretrieve the information from the right source. Most important in this model is \u201cwhere can I get the\u00a0information\u201d instead of \u201cwho has the information\u201d. The central broker is the party who knows what\u00a0information is stored where and how to retrieve this information. Agreements between parties about\u00a0condition under which they are allowed to retrieve locally stored information are needed.<\/p>\n<hr \/>\n<p><\/div><div id=\"tab-6a2d554656cce-3\" ><br \/>\n<strong>3 KEY STEPS TO GETTING QUALITY DATA<\/strong><\/p>\n<h6>The evolution of the Web 2.0 has created new opportunities to organize, enter and manipulate data. PCS generally collect base data directly from sources such as vessel manifests, gate transactions, customs information directly input by importers and exporters on the system (whereupon salient information is redirected) drayage orders etc.<\/h6>\n<hr \/>\n<p>These would be considered as potential sources of information for ECIMS. In addition, the Canada Border Services Agency (CBSA) requires, under their Advance Commercial Information (ACI) program, that all marine carriers and freight forwarders transmit electronic cargo and supplementary reports using the Electronic Data Interchange (EDI) within the ACI timeframes to the First Port of Arrival. ACI for containerized and non-exempted break bulk must be transmitted at least 24 hours prior to loading of the goods on board the vessel at the foreign port. An ECIMS could explore receiving the same data directly from shipping lines, importers\/exporters\/freight forwarders or marine terminals.<br \/>\nIn order for information systems to be able to inform operational decisions or to provide a realistic basis for planning, they must contain correct business logic and operate on high-quality data. There are three steps for getting quality supply chain data for the applications:<\/p>\n<ol>\n<li>Connecting with the stakeholders<\/li>\n<li>Normalizing the data they provide<\/li>\n<li>\u00a0Managing data quality.<\/li>\n<\/ol>\n<p><strong>Resident Systems vs. Cloud Computing<\/strong><br \/>\nThere are basically two different approaches to how the ECIMS hardware environment could be set up:<\/p>\n<ol>\n<li>Resident within the delivery agency \u2013 using existing resources, IT capability, and data feeds.<\/li>\n<li>Cloud Computing or Software as a Service (Saas) \u2013 where hardware including application,<br \/>\ndatabase, and web servers, as well as support, is provided remotely through a Cloud Computing<br \/>\nvendor (Exhibit 8.8). Advantages of the cloud model include lower costs, lower risk, and faster<br \/>\nimplementation. These data networks offer additional benefits based on powerful network<br \/>\neffects that spread costs and share benefits across a large community and provide a structure<br \/>\nfor cooperative continuous improvement of data quality.<\/li>\n<\/ol>\n<p><strong>Integration of Gateway Community Stakeholders<\/strong><br \/>\nThe integration options available to users on the valenciaport.net PCS, allow the\u00a0tailoring to the requirements of each company\u2019s technological level:<\/p>\n<ol>\n<li>Applications on the PCS website accessed through the internet would automatically<br \/>\nsynchronize with the PCS database<\/li>\n<li>Electronic integration between the stakeholder and PCS, supplemented with use of<br \/>\napplications on the PCS website<\/li>\n<li>\u00a0Seamless and unattended integration between Gateway community stakeholder and the<br \/>\nPCS.<\/li>\n<\/ol>\n<hr \/>\n<p><\/div><div id=\"tab-6a2d554656cce-4\" ><br \/>\n<b>VALENCIAPORT.NET AND DAKOSY HAMBURG BEST IN CLASS<\/b><\/p>\n<h6>Port community systems tend to be tailored around the unique characteristics\u00a0of the port, and expectations of the stakeholders involved in the development of the system. Some, like\u00a0the Ports of Valencia and Hamburg are complex while others provide a simpler functionality. The PCS at\u00a0Valencia, Spain and Hamburg, Germany, are briefly profiled in the following sections.<\/h6>\n<hr \/>\n<p><strong> Valenciaportpcs.net <\/strong><\/p>\n<div class=\"teaser-content\" style=\"text-align: justify;\">In 1996, the Port of Valencia had established three single window platforms that offered services to the\u00a0port community for Summary Declarations and Bills of Lading, Call requests and reporting formalities for\u00a0vessels and dangerous goods notification. A study undertaken in the Port Community on documentation\u00a0procedures for imports and exports revealed the existence of bottlenecks that were strangling the port\u2019s\u00a0growth possibilities. In 2004, the port launched eport.\u00a0As a result, valenciaportpcs.net was designed to procure services aimed at speeding up trade, operating\u00a0and administrative procedures in the Port Community. Valenciaport.net covers business and operating\u00a0transactions for sea, port and land operations.<\/div>\n<p>More on Valenciaportpcs.net<\/p>\n<p>[dopts id=&#8221;39&#8243;]<\/p>\n<h6 style=\"text-align: right;\"><strong>CLICK IMAGE TO VIEW PRESENTATION<\/strong><\/h6>\n<div class=\"teaser-content\" style=\"text-align: justify;\">\n<ol>\n<li><strong>Sea Services<\/strong> has services related to ocean transactions and carriers. Valenciaportpcs.net is\u00a0integrated with the major ocean carriers through the INTTRA and GT Nexus technological\u00a0platforms. These two service platforms are brought together, thereby offering a single gateway\u00a0to the world\u2019s main carriers. Services include Arrivals and Departures Schedule, Booking Ability\u00a0and Shipping Instructions.<\/li>\n<li><strong>Land Services<\/strong> enables the agents involved in overland goods transportation to create and\u00a0handle transportation orders, including cargo acceptance and delivery orders, as well as delivery\u00a0and receipt notification of containers at the marine terminal or at the container warehouse. This includes drayage with off-dock terminals and stakeholders, and\u00a0required cooperation between off-dock stakeholders such as importers, freight forwarders,\u00a0trucking companies, container terminals and container depots. Valenciaport.net plans to\u00a0expand these services to include railway transportation as well.<\/li>\n<li><strong>Port Services<\/strong> acts as a one-stop administrative gateway in the electronic handling of the\u00a0documents required by the port itself and by other official bodies such as the Harbourmaster\u2019s\u00a0office and customs. Valenciaportpcs.net is integrated with the port authority systems to make it\u00a0easier for their users to handle their requests for Declaration of Ports of Call, and Declaration of<br \/>\nDangerous Goods. Handling of Manifests enables shipping agents to submit loading cargo\u00a0manifests and summary declarations to the Port Authority and the Tax Authorities.<\/li>\n<li><strong>Terminal Management<\/strong> enables shipping agents to send the loading and discharge lists of vessels\u00a0to the container terminals and also to obtain the respective confirmation of the loading and\u00a0discharge of the containers from the terminals.<\/li>\n<li><strong>Customs Information<\/strong> provides agents with information about container clearance and the item&#8217;s\u00a0declared in the cargo manifests drawn up by the customs authority.<\/li>\n<li><strong>General Services<\/strong> are also offered which were developed to provide users with integral track and<br \/>\ntrace information about the status of goods in transit and to ensure quality control<\/li>\n<\/ol>\n<p>More than 400 companies interchange electronic data with the Valenciaportpcs.net. The Port of\u00a0Valencia is currently working with the Port of Melbourne to assist them in developing electronic data\u00a0interchanges. They are also cooperating with the Port of Shanghai.\u00a0Principal stakeholders are the main business associations and representative organizations of business\u00a0sectors in the Valencia Port Community:<\/p>\n<ul>\n<li>Valencia Port Authority<\/li>\n<li>The ACS Group is a worldwide reference in the construction and services activities<\/li>\n<li>Valencia shipping companies association<\/li>\n<li>Official college of customs agents and commission merchants of Valencia<\/li>\n<li>Forwarders association<\/li>\n<li>Logistics and containers transport carriers association<\/li>\n<li>Containers transport self-employed workers association<\/li>\n<li>PORTEL \u2013 IT Services provider for port and logistics business sector<\/li>\n<li>BANCAJA \u2013 The largest financial institution in the Autonomous Community of Valencia<\/li>\n<\/ul>\n<p>An indication of the success of the Port of Valencia\u2019s Port Community System is shown by the number of\u00a0stakeholders using the system today:<\/p>\n<ul>\n<li>80% of Valenciaport traffic is operated through valenciaportpcs.net<\/li>\n<li>28 shipping companies are integrated in the platform for shipping instructions and notes, and\u00a0more than 70 shipping lines for other services<\/li>\n<li>169 logistics operators are integrated in the platform<\/li>\n<li>167 road transport companies are integrated in the platform<\/li>\n<li>66 maritime agents are integrated in the platform<\/li>\n<li>13 empty container depots are integrated in the platform<\/li>\n<li>4 stevedoring companies are integrated in the platform\n<ul>\n<li>More than 90,000 daily messages are managed through the platform<\/li>\n<li>Response time by message is under 5 minutes<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/div>\n<p><a title=\"Valenciaport Accredited Global Best-In-Class Port Community\" href=\"https:\/\/project.mespilgroup.com\/GIL\/research\/valenciaport-accredited-global-best-in-class-port-community\/\">MORE ABOUT\u00a0<strong>VALENCIAPORT&#8217;S ACCREDITATION\u00a0<\/strong>BEST IN CLASS PORT COMMUNITY<\/a><\/p>\n<hr \/>\n<p><strong> Dakosy \u2013 Port of Hamburg <\/strong><\/p>\n<div class=\"teaser-content\" style=\"text-align: justify;\">As early as 27 years ago, on July 1, 1983, a harbour order was sent electronically for the very first time\u00a0from a haulage company via the DAKOSY. The launch of &#8220;Dakosy&#8221; signaled a quiet revolution in maritime\u00a0and logistic business transactions.\u00a0Over its evolution the number of stakeholders involved and Business to Business (B2B) services offered\u00a0has grown along with the rapid technological development. All logistics companies and authorities\u00a0involved in the export and import processes communicate their business data via the computing center.<br \/>\nThe principal stakeholders of the DAKOSY system are also the main user groups of the system. 1\/3 each\u00a0of the shares belongs to the Hamburg haulage companies, line agents\/ship owners and transshipment\u00a0terminals. It has more than 2000 customers including, haulage companies, line agents\/ship owners,\u00a0railway transportation companies, trucking companies and feeder services as well as all involved\u00a0authorities (customs, harbour police, fire service etc.) communicate their business data via the system.<\/div>\n<p>More on Dakosy \u2013 Port of Hamburg<\/p>\n<div class=\"teaser-content\" style=\"text-align: justify;\">\n<p>The Port of\u00a0Hamburg is a \u201cpaperless\u201d port using EDI messaging. They have integrated a number of systems into\u00a0DAKOSY which is the \u201csingle window of the Port of Hamburg\u201d. The list of services is shown below :<\/p>\n<ol>\n<li><strong>Import Platform<\/strong> provides all clearances processes in the port<\/li>\n<li><strong>Export Platform<\/strong> includes all the messages which the business partners exchange with one\u00a0another and with the involved authorities as part of the export or transit process. In excess of<br \/>\n600 million data records are communicated monthly.<\/p>\n<ol>\n<li><strong>UNIBOOK<\/strong> for booking at ship owners<\/li>\n<li><strong>ZAPP<\/strong> for electronic export presentation to customs in the Port of Hamburg<\/li>\n<li><strong>ZODIAK<\/strong> for customs processing with the German customs system ATLAS,<\/li>\n<li><strong>GEGIS<\/strong> for electronic hazardous goods notification to the Hamburg harbour police<\/li>\n<li><strong>Harbour Data Record (HDS)<\/strong> or the German Port Order (GPO) for registration at the\u00a0terminal<\/li>\n<li>Electronic processing of the <strong>bill of lading<\/strong> between the haulage company and ship owner.<\/li>\n<\/ol>\n<\/li>\n<li><strong>PRISE<\/strong> &#8211; Port River Information System Elbe is intended to bring together information on the\u00a0areas of ship arrivals, cargo processing and clearance and ship departures<\/li>\n<li><strong>VIP<\/strong> \u2013 Vessel Information Platform is new integral information and data platform for ship\u00a0voyages. Besides the ship departures for the Port of Hamburg, the ship departures and arrivals\u00a0for all other major container ports in Europe can also be called up. Alongside the Port of\u00a0Hamburg, this includes the ports of Bremerhaven, Rotterdam, Antwerp, Zeebrugge, Felixstowe,\u00a0Southampton, Le Havre and Genoa<\/li>\n<li><strong>CargoSoft<\/strong> &#8211; DAKOSY offers an integrated platform-independent solution that can be used\u00a0nationally and internationally for handling air and sea cargo. The customer can use ACTION to communicate electronically with the rail,\u00a0water (feeder, inland waterway vessel operators) and road (container trucking companies)\u00a0carriers and has interfaces to further partners in the transport chain such as quay operators and\u00a0customs<\/li>\n<li><strong>TRUCKSTATION<\/strong> supports haulage companies and terminals in all aspects of container handling\u00a0associated with the Port. The terminals are notified about planned transport operations via so called\u00a0transport advance notices. The terminals send status information to the haulage\u00a0companies and notify about any errors in the transport advance notice, e.g.: incorrect height\u00a0data of the container, unexpected delays in the container transshipment or missing papers (e.g.\u00a0exemption)<\/li>\n<li><strong>UNIKAT<\/strong> is tailored to the needs of rail operators. UNIKAT has interfaces to the transport\u00a0partners, i.e. to carriers (rail, truck, feeder\/inland waterway vessel), haulage contractors, quay\u00a0operators, authorities (harbour police, fire service), customs as well as to the IT systems HABIS,\u00a0WADIS, LPK etc. relevant to rail handling.<\/li>\n<li><strong>Dangerous Goods<\/strong> handling includes location, as well as what other materials it may come into\u00a0contact with or must not come into contact with and what the correct conduct is in the event of\u00a0accidents.<\/li>\n<li><strong>GEGIS<\/strong> gives the harbour police and fire service an accurate and up-to-the-minute overview of\u00a0all movements of dangerous goods to, in and from the harbour area.<\/li>\n<li>Dangerous Goods Notification for the ports of Hamburg, Bremen and Bremerhaven can be\u00a0made both directly in the dialog via the GEGIS Internet application as well as by <strong>EDIFACT<\/strong>.<\/li>\n<li><strong>PROTECT<\/strong> can be used to also send dangerous goods notifications from GEGIS for the ports of\u00a0Amsterdam, Rotterdam, Antwerp, Felixstowe and Le Havre.<\/li>\n<li><strong>Regulations and Materials Databases<\/strong> modules provide information on the risk at accidents,\u00a0first-aid measures and combating the consequences of the accident. The regulations provide all\u00a0carriers (sea, road, rail, inland waterway, air) with information concerning classification,\u00a0identification, material properties and packaging regulations for the dangerous goods transport\u00a0and transshipment.<\/li>\n<li><strong>Stowage &amp; Segregation<\/strong> deals with the stowage and segregation regulations for any dangerous\u00a0goods. The system also checks which dangerous goods may be grouped together in a container,\u00a0for example, and when segregation regulations apply.<\/li>\n<li><strong>Accident Information<\/strong> Sheets for road transportation are available for all dangerous goods\u00a0classes in 30 languages via the internet (www.unfallmerkblatt.com). Online ordering is possible\u00a0at any time, from any location. The sheets are sent by email within approximately 5 minutes.<\/li>\n<li><strong>Compliance Check<\/strong> &#8211; Every company is obliged under the Anti-terror Ordinance of the EU (EC\u00a0881\/2002 and 2580\/2001) to integrate the examination prescribed by law of its business\u00a0contacts for the recognition and prevention of prohibited business relations in the corporate\u00a0workflows. If a change occurs in one of the boycott lists, all the address entries are\u00a0automatically checked.
